Jo is one of the two 'Warden Sheppards' of the Pacifica territory. She is the female half of the equation and is supported in equal measure by her husband Shep. If there is a situation involving questionable actions by a magic user in Hawaii, Jo is usually only brought in if Shep is busy elsewhere, or if the situation is extremely nasty. If both wardens darken your doorstep, it's easy to infer that the situation could be quite serious indeed.
